🔗 Share this article France's Political Ongoing Crisis: The Dawn of a Fresh Governmental Reality Back in October 2022, as Rishi Sunak assumed office as British prime minister, he was the fifth British prime minister to take up the role over a six-year span. Triggered in the UK by Britain's EU exit, this signified exceptional governmental instability. So what term captures what is occurring in the French Republic, now on its fifth premier in two years – three of them in the past 10 months? The latest prime minister, the recently reappointed Sébastien Lecornu, may have secured a temporary reprieve on Tuesday, sacrificing Emmanuel Macron’s flagship pensions overhaul in return for opposition Socialist votes as the cost of his administration's continuation. But it is, at best, a temporary fix. The EU’s second-largest economy is trapped in a political permacrisis, the likes of which it has not witnessed for decades – possibly not since the establishment of its Fifth Republic in 1958 – and from which there appears no simple way out. Minority Rule Key background: from the moment Macron initiated an ill-advised snap general election in 2024, the nation has had a divided assembly separated into three warring blocs – the left, far right and his own centrist coalition – none with anything close to a majority. Simultaneously, the country faces twin financial emergencies: its national debt level and deficit are now nearly double the EU threshold, and strict legal timelines to approve a 2026 budget that starts controlling expenditures are nigh. In this challenging environment, both Lecornu’s immediate predecessors – Michel Barnier, who served from September to December 2024, and François Bayrou, who held the position from December 2024 to September 2025 – were removed by parliament. In September, the president appointed his trusted associate Lecornu as his latest PM. But when, just over a fortnight later, Lecornu unveiled his new cabinet – which proved to be largely unchanged from before – he encountered anger from both supporters and rivals. So much so that the following day, he stepped down. After only 27 days as premier, Lecornu became the shortest-lived premier in modern French history. In a dignified speech, he cited political rigidity, saying “partisan attitudes” and “personal ambitions” would make his job all but impossible. A further unexpected development: just hours after Lecornu’s resignation, Macron requested he remain for another 48 hours in a final attempt to secure multi-party support – a task, to put it gently, filled with challenges. Next, two ex-prime ministers publicly turned on the embattled president. Meanwhile, the right-wing RN and leftist LFI refused to meet Lecornu, promising to vote down all future administrations unless there were early elections. Lecornu persisted in his duties, talking to everyone who was prepared to hear him out. At the conclusion of his extension, he appeared on television to say he believed “a path still existed” to avoid elections. The leader's team confirmed the president would name a fresh premier two days later. Macron honored his word – and on Friday reappointed Sébastien Lecornu. So this week – with Macron helpfully sniping from the sidelines that the country’s rival political parties were “fuelling division” and “solely responsible for this chaos” – was Lecornu’s moment of truth. Could he survive – and can he pass that vital budget? In a high-stakes speech, the 39-year-old PM outlined his financial plans, giving the Socialist party, who oppose Macron’s unpopular pension overhaul, what they were expecting: Macron’s key policy would be suspended until 2027. With the conservative Les Républicains (LR) already on board, the Socialists said they would not back censorship votes proposed against Lecornu by the far right and radical left – meaning the administration would likely endure those ballots, scheduled for Thursday. It is, nevertheless, by no means certain to be able to pass its planned €30bn budget squeeze: the PS clearly stated that it would be seeking more concessions. “This move,” said its leader, Olivier Faure, “is just the start.” A Cultural Shift The problem is, the greater concessions he makes to the left, the more opposition he'll face from the right. And, like the PS, the conservatives are themselves split on dealing with the administration – certain members remain eager to bring it down. A glance at the parliamentary arithmetic shows how difficult his mission – and future viability – will be. A combined 264 lawmakers from the far-right RN, LFI, Greens, Communists and hardline-right UDR seek his removal. To achieve that, they need a majority of 288 votes in parliament – so if they can persuade just 24 of the PS’s 69 members or the LR’s 47 representatives (or both) to vote with them, Macron’s fifth unstable premier in two years is, like his predecessors, finished. Most expect this to occur soon. Even if, by an unlikely turn, the dysfunctional assembly musters collective will to approve a budget this year, the outlook afterward look grim. So is there a way out? Snap elections would be unlikely to solve the problem: surveys indicate nearly all parties except the RN would see reduced representation, but there would remain no decisive majority. A new prime minister would confront identical numerical challenges. An alternative might be for Macron himself to step down. After winning the presidential election, his successor would dissolve parliament and hope to secure a parliamentary majority in the ensuing legislative vote. But that, too, is uncertain. Surveys show the next occupant of the Elysée Palace will be Marine Le Pen or Jordan Bardella. There is at least an strong possibility that French electorate, having elected a far-right president, might think twice about handing them control of parliament. Ultimately, France may not emerge from its quagmire until its politicians accept the new political reality, which is that clear majorities are a bygone phenomenon, winner-takes-all no longer applies, and negotiation doesn't mean defeat. Numerous observers believe that cultural shift will not be possible under the existing governmental framework. “This is no conventional parliamentary crisis, but a crise de régime” that will prove anything but temporary. “The regime … was never designed to facilitate – and even disincentivizes – the formation of ruling alliances typical across Europe. The Fifth Republic could be in its final stage.”
